The FY2025 report lists one program, Street Lighting Inventory, recipient Hopeworks, funded at 150,000.00 with 148,000.00 expended (pp2 to 4). It files the program under Harm Reduction and Overdose Prevention and describes it as Improve lighting in neighborhoods to reduce opioid use. It certifies 1,000 clients a year, individuals who use drugs among the target population, and monthly tracking of overdoses and police and fire calls. Purchase order 24-05983 buys citywide data collection of street lights in 10 neighborhoods at 15,000.00 each, 150,000.00, charged to the settlement account G-02-XX-700-230. Contract 08-24-056 of 10/22/2024 and Bid 24-04 describe a walking inventory of lamp posts, a GIS map and a match of each light to the PSE&G billing meters. Neither mentions opioids, overdose or substance use. The vendor's August 2025 report describes a completed streetlight mapping project and dashboard. The City's Grant Summary Form, filed with two of the payment vouchers, says the data collection would indirectly support efforts to combat opioid addiction and that it is not clear when and if there will be a phase two. The account paid Hopeworks 150,000.00 on eleven lines, from check 146230 on 12/23/2024 through check 148772 on 09/19/2025. No light was repaired or added, and no overdose program using the inventory is documented. The FY2026 report updates the same program at 26,142.50 and says it is to create a reduction in opioid related incidents.
