The same page then reports 6 Resource Recover Kits distributed, 1 training session, 7 community events and 7 post-overdose contacts (page 7). A program that had not launched cannot have spent the year's money and served people, and a program that served no one cannot have made 7 contacts. No ledger has been produced.
