Two one-time purchases certified as spent in two years

The FY2024 report lists CALM, funded at 6,947.50 with 6,947.50 expended, and the Fatal Vision Opioid Program Kit, launched 02/26/2024 and funded at 5,309.95 with 5,309.95 expended. Both show nothing encumbered. The FY2025 report lists both again as FY2024 programs and certifies the same amounts as expended in the period 07/01/2024 to 06/30/2025, 6,947.50 for CALM and 5,309.95 for the kit. It describes CALM as a one-time event and reports no modification or expansion of the kit. The FY2025 certified expended total of 32,370.62 is exactly 6,947.50, 5,309.95, 19,742.99 for Blue Cares reentry and 370.18 of administrative expense. The same 12,257.45 is therefore counted in the certified spending of both years. Either the Township paid for the same two one- time programs twice or one year of certified spending is overstated by 12,257.45. The reports do not say which, and no ledger has been produced.
