The FY2023 report certifies 4,000.00 expended and the FY2024 report certifies 0.00 expended, so the three reports account for 40,484.66 spent. That leaves 25,219.76 unspent. Even after the 19,503.15 the FY2025 report certifies as encumbered, 5,716.61 remains uncommitted. The FY2024 report has the same gap.
