The Health and Social Services memo of 06/05/2025 describes a house music festival with a focus on health care screening and does not mention opioids. The report's own goals answer describes the opioid content as an opioid booth at the festival. The report dates the festival 9/27/2025, while the police invoices and the drone contract put it on 09/20/2025. No prevention program is documented, and a music festival is not among the uses Exhibit E lists.
