Summary

Atlantic County reports receiving 7,181,332.67 in opioid settlement money from 2022 through 06/30/2026. The money must go to the abatement uses the national settlements list, or to documented evidence-based programs that address the epidemic. It must add to local spending, not replace it.

The County produced one workbook for its settlement account, Grants Fund account 1200000000-538000, Program Expense, on 05/27/2026. It shows 1,204,098.22 paid from 03/30/2023 to 05/07/2026 and 567,445.36 in open orders. Of the paid amount, 783,589.53 went to providers on orders the County wrote for opioid treatment, case management and prevention services. The other 420,508.69 is unverified. It is the Bridge Clinic and AtlantiCare Health System payments, which carry no description and no order, the Rides for Recovery journals, two 5,000.00 administrative charges and 1,814.71 of computer equipment. For those, the County's own report labels are the only record of what was bought. This project found no spending that is not among the uses Exhibit E lists.

The workbook ends with payments of 05/07/2026 and carries no receipts. The County's FY2026 report covers through 06/30/2026, so its last weeks cannot be checked against the books.

The report certifies 5,000.00 expended, all administrative. It lists the Bridge Clinic and Hope1 as allocated but not yet spent. The account's only entry before 07/01/2023 is a 5,000.00 payment on 03/30/2023. FY2023 report matches the County's books to the cent.

FY2024

The report certifies 71,002.90 expended and lists the Bridge Clinic and Hope1 payments by date. The account shows two Bridge Clinic payments, two Rides for Recovery journals and a 5,000.00 administrative journal. They make the figure to the cent. The journal cites a document number other than the FY2023 payment, so the record does not show which payment it moves. FY2024 report matches the County's books to the cent.

FY2025

The report certifies 359,753.70 expended. The account paid 359,753.70 in the year, to the Bridge Clinic, Angels in Motion, John Brooks, Maryville and Dell. Each program figure equals the payments to its provider. The administrative figure, 1,814.71, is the Dell order. FY2025 report matches the County's books to the cent.

FY2026

The State published the County's FY2026 report on 10/01/2026. It certifies 905,874.13 spent, 429,912.85 encumbered and 5,060,432.54 on hand.

The update for Short term residential treatment #2 certifies 137,205.00 spent and 72 people served. The same page says the program ended and there were zero expenditures in the period. The FY2025 report named CURA as the program's provider, with 20,561.52 in funding and 3 clients expected a year. The account shows no payment to CURA. It shows six payments to AtlantiCare Health System from 07/31/2025 to 03/05/2026 that sum to 137,205.00. Ended program with zero spending certified at 137,205.00.

Three other program figures, Maryville, Family Empowerment and the naloxone vending machines, equal the payments to their providers to the cent. Three FY2026 program figures match provider payments.

What the records show

The produced books show 768,341.62 paid in FY2026 through 05/07/2026. The report's figure is 137,532.51 higher. The difference is 30,995.73 on the Angels in Motion line and 106,536.78 on the John Brooks line. Both providers had open orders at the production, and the encumbered figure the County certified equals those open orders less the same 137,532.51. The record ends before those weeks, so this project does not count the difference against the County.

The New Hope payments were made on an order the County wrote for opioid treatment services, so this project counts them as conforming.

The Bridge Clinic payments to AtlantiCare Regional Medical Center also carry no description, and no contract or invoice was produced. The County's reports describe the program, but a report label is not a record of what was bought. This project counts those payments, 262,488.00, as unverified.

The 5,000.00 administrative charges pay one individual. The FY2024 report describes an annual payment to the person who organized and led the opioid committee's meetings. No appointment, duties or time record was produced.

The County's unspent figures were not tested against the books, because no receipts were produced. On the report's own figures, 7,181,332.67 received less 1,341,630.73 certified spent in four years leaves 5,839,701.94. Less the 429,912.85 encumbered, that is 5,409,789.09. The County reports 5,060,432.54 on hand at filing, 349,356.55 less. The report does not say where the difference went.
