This project classifies 11,117.50 as conforming. The ZSchool order reads OPIOID TRAINING, and the report names a police course on opioid use disorder. The Not An Easy Fix assembly is school prevention education. The 15,625.00 sent to the County is a transfer. What the County did with it is in the County's records. The 1,214.78 paid to L.E.A.D. is unverified. Nothing describes what the training covered or what the material is.

The FY2023 report lists one program, CPAC, with Somerset County as the recipient and 27,294.27 in funding. It describes a social worker who works with the police department. The FY2024 report certifies 15,625.00 spent on CPAC. Check 7291 to the Somerset County Treasurer on 02/13/2024 is that figure to the cent.
The FY2024 report certifies 66,375.37 received, no interest and 15,625.00 spent. That leaves 50,750.37. The report says 63,625.83 was on hand. Reported 12,875.46 more on hand than it could have held.
The FY2025 report certifies nothing spent and 11,867.50 encumbered. That is the ZSchool order at 7,200.00 and the Not An Easy Fix order at 4,667.50. Both were open on 06/30/2025 and both were paid after it. Those figures tie.
The FY2025 money on hand does not. The report certifies 79,475.34. Received less spent and committed was 64,779.01. The difference is 14,696.33, a budget increase the Borough posted on 08/26/2025, after the year closed. Counted 14,696.33 budgeted in August as FY2025 on hand.
The other 11,669.27 of the CPAC funding never left the 2023 account. It sat there with no activity from 02/13/2024 through the last print on 08/28/2026.
FY2026
The State published the Borough's FY2026 report on 10/01/2026. It covers 07/01/2025 to 06/30/2026. It certifies 13,097.06 spent.
The report puts the whole 13,097.06 in one block, an update to the 2023 program CPAC, last updated 09/19/2026. The block prints an old period, 7/1/2022 to 6/30/2023. No earlier report carries 13,097.06, and the figure equals the FY2026 total to the cent.
The books show no payment to CPAC or the County in FY2026. The CPAC account held 11,669.27, less than the figure certified, and did not move. The money that left came from the other account.

The report certifies 109,824.22 received. The accounts paid 27,957.28 in all, which leaves 81,866.94. The on hand figure is 2,710.32 less. The accounts were budgeted 107,113.90, the same 2,710.32 short of the receipts. Reported 2,710.32 less on hand than it received and kept.
What should happen
The Department of Human Services should ask the Borough which payments the 13,097.06 stands for, why it was filed under a program that received nothing, and what order the 79,156.62 commitment rests on.
The Borough can produce the CPAC agreement, the L.E.A.D. orders and its settlement receipts. Those records would show where the 2,710.32 sits and what the L.E.A.D. money bought.
