The sober living payments went to recovery housing, a use Exhibit E lists. The camera orders are the only other charges on the account. Most of the money has not been spent. The FY2026 report puts the unspent balance on hand at 1,983,245.19.

The FY2023 report says no funds had been spent and no plan was yet in place. The FY2024 report says the County held public listening sessions in the fall of 2023 and funded no program. The first charge to the account posts on 12/19/2024. Both reports agree with the books.
The FY2025 report certifies one program, Sober Living Pass Through Payments through Maryville, at 17,499.00. Question 7 asks for funds appropriated or encumbered but not yet spent. The County answered with the account's full appropriation, 347,061.71.
The FY2026 report certifies the jail cameras as its only program.

G.M. White Electrical Contractors proposed the work on 03/12/2026 under the project name County Jail Cameras. The proposal prices nine cameras on four runs.

On 04/15/2026 the County issued purchase order 26-02510 to G.M. White for CCTV system conduit and wiring at 28,930.00. It ships to Corrections, County Jail, is priced under County bid 24-42 and is charged to the settlement account. The same day the County encumbered Safeware order 26-02515 for 39,926.82 in four lines.

Copy one of the G.M. White order carries the department's certification that the work was received, signed with the title CCDC Warden. It is undated. G.M. White invoiced 28,930.00 on 06/12/2026, due 07/12/2026.
The FY2026 report names the program Equipment - Cameras for the withdrawal suites in the county jail. It gives the primary problem as the risk of suicide while withdrawing in the county jail. It files the program under Diversion and Re-entry Support, with the Schedule B strategies for criminal justice-involved persons and for preventing overdose deaths. It gives a launch date of 06/30/2026, the last day of the reporting year, and reports 365 unduplicated individuals served. Asked how the program addresses opioid use disorder through evidence-based or evidence-informed practices, the County answered this way.
This is not a program. It is a one-time award to install cameras to monitor inmates/patients for safety while housed in a withdrawal management suite within the county jail.
The order lines name Holding 1 and 3, a transport and hold room, a classroom and drug counsel room, 1 Block, I block suicide cells and a medical segregation room. The record does not say which of these is the withdrawal suite the report describes. The report's answer to question 12 says 68,856.82 "was spent to install camera equipment." Its program page says 39,926.82 was not yet spent, which equals the Safeware order to the cent. Both cannot be true. The County's books through 05/27/2026 show neither order paid. Whether G.M. White's invoice was paid in June 2026 is not in the record. Counted a 39,926.82 open camera order as spent.
