The 449.00 check is the first payment the Township has made from the fund. It cleared in the year that began 07/01/2026. L.E.A.D. is a police drug education program. The record does not show what the 449.00 bought or who it reached.

The 3,000.00 order is a BMX stunt show at the Township Harvest Festival. No evidence based prevention program built around the show is documented. A stunt performance is not among the uses Exhibit E lists. This project classifies the order as non-conforming.

FY2026 runs the other way. On 06/30/2026 two orders were open, 449.00 to JCM Associates and 3,000.00 to Dialed Action Agency. The report certifies 0.00 encumbered. Certified 0.00 encumbered with 3,449.00 on order.

The FY2026 report certifies 428,026.73 received since 2022 and nothing spent, encumbered or used for administration. It certifies 205,430.09 on hand. That is the FY2025 figure, unchanged. It leaves out exactly the 222,596.64 received in FY2026. FY2026 unspent figure repeats last year to the cent.

The one program

The FY2023 report lists one program, National Night Out. The recipient is the Holmdel Township Police Department. The report describes an annual August event with police demonstrations, expos and games. It gives 08/01/2019 as the date funded and the launch date. It gives the amount of funding as N/A. It measures success by "How many giveaways were given out." It files the event under Overdose Prevention.

The event began three years before the settlement distribution. The same report certifies 0.00 spent. No record produced shows a settlement dollar going to the event. The FY2024, FY2025 and FY2026 reports list no program at all. Listed a 2019 police event as its opioid program.

The FY2023 report also says the Township has no strategic plan, then gives "A strategic plan" as its rationale for using the funds. Every later report says there is no strategic plan. Cited a strategic plan it said it did not have.
