Summary

Millville City, Cumberland County, State ID NJ139, files an annual report on its opioid settlement money with the Department of Human Services. The money must go to the abatement uses the national settlements list, or to documented evidence-based programs that address the epidemic. It must add to local spending, not replace it.

The FY2023 and FY2024 reports say the use of the funds was not yet established. The FY2025 report spends 7,975.00, all of it on administration. It describes the expense as coordinator pay per month for work between the Municipal Alliance grant program and the Millville Board of Education. It reports one new program, a Board of Education Mini Grant for speaker assemblies in the schools, funded 02/04/2025 at 19,720.00 with nothing yet spent.

The FY2026 report certifies 21,100.00 spent across two programs.

  • Municipal Alliance Program Assistance, 10,340.00. The report says 15 students were taken to the NJ State Elks Peer Leadership annual conference. It names the procurement as purchase orders to the conference and a coordinator.
  • Board of Education Mini Grant, 10,760.00 spent in the year, 542 participants served.

The two programs sum to the 21,100.00 certified. The Mini Grant was funded at 19,720.00. With 10,760.00 spent, 8,960.00 of it is not accounted for in the FY2026 report. That report certifies 7,960.00 encumbered and names no program behind the figure.

The FY2025 and FY2026 reports both say why the City pays for the Peer Leadership conference from settlement money. It was generally funded with Municipal Alliance grant money, and that funding is no longer available. No vendor history or ledger has been produced to show what the City paid for the conference before.

The FY2026 spent and encumbered figure is the 29,075.00 certified as spent in FY2025 and FY2026 plus the 7,960.00 the FY2026 report certifies encumbered.

The FY2026 report also certifies 0.00 of administrative expense. On the same page it describes the coordinator pay that the FY2025 report counted as 7,975.00 of administrative expense. It gives no figure for that pay. FY2026 report says 0.00 admin, describes coordinator pay.

What is owed

The City has produced no ledger for its settlement money. Until it does, no figure in its reports can be checked against the books, and the City cannot be graded. A ledger is owed for every account that has held the money since 2022.
