It lists one program, the Police Department's Community Addiction Recovery Effort, which offers a person arrested on an opioid charge a peer recovery coach and a path to treatment. It gives the program's funding as 14,236.90 and its funding and launch dates as NA. The ledger shows no payment to the program.
FY2024. The report certifies nothing spent, nothing encumbered and no programs funded. It says the Township has not made decisions for the spending of these funds.
FY2025. The report certifies nothing spent, nothing encumbered and no new programs. It says the Township hopes to fund educational programs on the dangers of opioids.
FY2026. The State published its FY2026 reports on 10/01/2026. The Township's report certifies 16,200.00 spent and one program, Embright Education, at 16,200.00. It names Embright Education and Robbinsville Public Schools as the recipients. It files the program under Primary Prevention, Education, and Training, with the Schedule B strategy Prevent Misuse of Opioids. It describes a social-emotional learning curriculum for children through 8th grade and reports 360 individuals served and 30 sessions. It names the Mayor, the Business Administrator and the Township Attorney as the officials who decided the spending. On procurement it says the organization "has been used by the school district for years."

The other charges the same 6,300.00 to account 6-01-55-900-019-001, the reserve for the cannabis host agreement. The record does not say why. The Township paid Embright Education 22,500.00 in all, 16,200.00 of it from settlement money.
Embright Education's invoices for the first two orders are dated 03/05/2026. The purchase orders are dated 03/13/2026. The Count On Me Kids invoice bills January through March 2026. The produced purchase orders are system copies with every signature and certification block blank. No agreement, proposal or curriculum was produced.
The State's fiscal year runs 07/01 to 06/30. All of the spending falls in FY2026. The FY2026 report certifies 0.00 encumbered, and no order was open on the account at 06/30/2026.

What the record does not show
No agreement, proposal or curriculum for the Embright Education orders was produced. No record explains the 06/30/2026 correction that moved one 6,300.00 payment to another reserve. The FY2026 report says the school district has used Embright Education for years. The Township's check register shows no payment to the vendor before 03/26/2026. Whether the school district paid for the same programs before is outside the Township's records.
