Each report from FY2024 on certifies 0.00 appropriated or encumbered and 0.00 administrative. Each of those three answers No when asked whether the Township funded a program, or a new program, that year. Every report says the Township did not transfer its funds to the County.
The FY2023 report says the Township "will be working with the Municipal Alliance" to form programs. The FY2024 report describes plans for recovery support, an awareness mailing, Mental Health First Aid classes, police youth programs and naloxone training for local businesses. The FY2025 report says "There are no spending decisions at this time." The FY2026 report answers NA to its goals, to the officials who decided spending and to the resources used.
The FY2024 report answers Yes to having a strategic plan and Yes to a completed risk assessment. The FY2025 and FY2026 reports answer that the Township has neither and plans to in the future. No plan or assessment has been produced to this project.
The balances
Each report from FY2024 on asks how much unspent and uncommitted money the Township has on hand. With nothing spent in any year, the answer should equal everything received. It never does.
FY2024. The report certifies 217,149.72 received since 2022 and 202,225.58 on hand. That is 14,924.14 less than came in. The report does not say where it went. FY2024 balance is 14,924.14 short with nothing spent.
FY2025. The report certifies 301,869.89 received since 2022, interest included, and 349,949.48 on hand. That is 48,079.59 more than the Township says it has ever received. It is also 147,723.90 more than the year before, in a year with 84,720.17 received. FY2025 balance tops everything received by 48,079.59.
FY2026. The State published the Township's FY2026 report on 10/01/2026. It covers 07/01/2025 to 06/30/2026. It certifies 91,155.00 received, 0.00 of interest, 0.00 spent and 0.00 encumbered. It puts the total received at 393,024.89 and the balance currently on hand at 350,426.84. That is 42,598.05 less than came in. Carried forward from the FY2025 balance, the year's receipts give 441,104.48. The certified balance is 90,677.64 below that, and only 477.36 above the year before. FY2026 balance is 42,598.05 short with nothing spent.
