FY2024 program counts 124,963.25 spent before it launched

The FY2023 report certifies 124,963.25 expended as of 06/30/2023 (p1, question 8). It gives the money to one program, the Opioid Effect Mitigation Program, funded and launched 05/23/2023 (p2). The FY2024 report lists one program, Operation Community Engagement, with a launch date of 09/18/2023 and a funding date of 06/01/2024 (p3). It reports 281,904.09 expended on that program since it was funded in 2022. That is the 124,963.25 certified for FY2023 plus the 156,940.84 certified for FY2024, to the cent. The FY2024 report places 124,963.25 under a program that launched after the money was spent. The FY2026 report lists the Opioid Effect Mitigation Program again, as a 2023 program with 10,000.00 spent (p5).
