FY2026 reports 0.00 on hand, its figures leave 64,408.69

The FY2026 report certifies 2,741,270.71 received since 2022, interest included (p1, question 3). It certifies 0.00 encumbered and 0.00 unspent or uncommitted on hand (p2, questions 7 and 9). The four reports certify 124,963.25 spent for FY2023, 156,940.84 for FY2024, 507,849.94 for FY2025 and 1,887,107.99 for FY2026. That is 2,676,862.02. Received less spent leaves 64,408.69. That is the whole of the interest the City certified, 46,063.49 through FY2024, 13,318.19 for FY2025 and 5,027.01 for FY2026. The FY2025 report had already certified 1,407,202.61 on hand, 59,381.68 less than its own figures leave after 52,075.00 encumbered. The FY2026 spent figure carries that balance forward and leaves the year's interest out. The interest is counted as received and is nowhere in the balance. The City has produced no ledger.
