The FY2026 report, page 1, certifies 18,556.31 received between 07/01/2025 and 06/30/2026 and 80,869.83 received since the distribution began in 2022. It certifies 0.00 expended and 0.00 encumbered in the period, and answers No when asked whether it funded any programs. Page 2 then certifies 18,556.31 unspent and uncommitted on hand, the year's receipts to the cent. The only spending the Borough has ever certified is the 10,250.00 in its FY2025 report. By the reports' own figures, 80,869.83 received less 10,250.00 spent leaves 70,619.83 on hand. The certified balance is 52,063.52 lower. That is exactly the money received through 06/30/2025, 62,313.52, less the 10,250.00. The FY2025 report had certified 52,758.61 on hand a year earlier. With nothing spent or committed in FY2026, the report drops every dollar received before 07/01/2025 from the balance. No ledger has been produced to show where it went.
