Page 2 then certifies 18,556.31 unspent and uncommitted on hand, the year's receipts to the cent. The only spending the Borough has ever certified is the 10,250.00 in its FY2025 report. It then lists 2025 Fiscal Program 1, MJPB Consulting Speaking Engage, school speaking engagements, funded 06/30/2025, the last day of the period. The program block reports 10,250.00 of funding, 10,250.00 expended and 10,250.00 encumbered or appropriated. The same 10,250.00 cannot be both spent and still committed, and the encumbered figure contradicts the 0.00 on page 1. Page 3 gives the launch date as 10/23/2025, almost four months after the period closed, and describes the disbursement schedule as work in progress. The FY2026 report, which covers 10/23/2025, certifies 0.00 expended and no programs funded. The Borough has produced no ledger, so when or whether the 10,250.00 was paid cannot be tested.
