The on-hand figure is 3,789.63 more than every dollar the Borough says it ever received. The FY2024 report certifies 8,250.00 spent and the FY2025 report certifies 7,975.00 spent, 16,225.00 in all. Hill Speaks check 9137 of 02/06/2024 and MJPB Consulting check 10233 of 10/01/2024 paid exactly that. On the reports' own figures 36,102.65 was left at 06/30/2025. The certified on-hand figure is 20,014.63 above it. No account can hold more than was put in.

On the report's own figures the Township received 52,820.39 with no interest and spent nothing, so it could hold no more than 52,820.39. The certified figure on hand is 1,093.02 more than every dollar the report says the Township ever received. The 2023 account history shows the Opiod Settlement line 01-2010-41-7250-551 with a budget of 823.38 and nothing paid (printed page 175). No balance in the record gives 53,913.41.

Its update to the Narcotics Detection Dog program explains the figure with the words "The $8,500 spent in the reporting period was all for this program" (p3). The settlement accounts paid more in that period. Connecticut Canine Services check 90633 paid 8,500.00 for the dog on 09/13/2023. Ages Auto LLC check 91663 paid 5,429.10 on 04/24/2024, purchase order 24-00732, invoice 37030, from account G-02-24-728-000. Journal reference 4059 credited 545.90 back to the dog's account on 09/13/2023. The net paid in the period is 13,383.20, which is 4,883.20 more than the report certifies. The Ages Auto payment appears in no report the Borough has filed. The FY2025 report certifies 16,400.60, which two later payments make to the cent.

The FY2024 report certifies 5,000.00 expended and the FY2023 report 0.00. On the reports' own figures the Borough held 38,324.66. The certified figure is 24,803.25 lower. The books put the balance higher still. Settlement account G-02-41-142-023 paid one check ever, 5,000.00 on 11/13/2023, and shows nothing encumbered and 49,065.98 unexpended through 08/31/2026. The State's FY2026 page for the Borough reads No Report Received (p1). No report accounts for the year 07/01/2025 to 06/30/2026. In that year settlement line 01-2030-41-8800-003, Appropriation Reserves, Opioid Settlement, paid 3,081.03. Check 74174 paid 76.63 on 05/08/2026 on order 105486 to reimburse an individual for Kindness Rocks paint for the Stigma Free Committee. Check 74205 paid Sunrise Delight 3,004.40 on 05/18/2026 on order 105493 for an Ice Cream Truck for Stigma Free Event. Order 104504, 310.00 to Equipment Express LLC for an outdoor waterproof AED defibrillator cabinet, was entered 07/21/2025 and was still open on 06/10/2026. These are the first payments the line has ever made. The FY2023, FY2024 and FY2025 reports each certify 0.00 spent. The State has no report of any of this spending.

The FY2025 and FY2026 reports each certify one program, Officer Awareness and Medical Response, with the Borough as the only recipient. The program text reads funding for first responder mental health and drug abuse awareness training as well as funding for medical kits and supplies for first responder vehicles to aid victims. Its primary category is Primary Prevention, Education, and Training, with Harm Reduction and Overdose Prevention as a second category and the Schedule B strategies Prevent Misuse of Opioids, Prevent Overdose Deaths and Other Harms and First Responders (FY2025 pp2 to 4, FY2026 pp4 to 7). The FY2026 report certifies 14,038.16 spent in the program and the FY2025 report 4,279.59. The settlement account paid Dave and Buster's of New Jersey 3,598.80 for a L.E.A.D. night out on order 252369, check 67988 on 04/14/2026. It paid JCM Associates 2,057.00 for L.E.A.D. graduation shirts on order 252076, check 67098 on 11/11/2025. It paid W.B. Mason 498.45 for Lysol and Purell, check 66594 on 08/12/2025, and 265.74 for sanitizers and Lysol wipes, check 68076 on 04/28/2026. In FY2025 it paid Amazon 149.94 for a wipe dispenser and surface disinfecting wipes, check 66236 on 05/27/2025. The six payments total 6,569.93, all inside the certified figures. None of them is training or a medical kit. An arcade outing, apparel and cleaning supplies are not among the uses Exhibit E lists, and no listed use covers them. No evidence-based program they serve is documented.
