Reported a 2022 revenue total as cash on hand, twice

The FY2024 and FY2025 reports both certify 549,274.34 of unspent funds on hand at Q9 (p1 of each). The figure did not move while the reports' own cumulative receipts rose from 2,049,656.29 to 3,401,167.88 and 148,000.00 was certified spent. On the FY2025 page, 3,401,167.88 received less 148,000.00 spent less 549,274.34 on hand leaves 2,703,893.54 unaccounted for. The City's revenue ledger shows where the figure comes from. Two revenue journals dated 07/03/2023, 341,195.61 and 208,078.73, reclassify settlement money received through 12/30/2022, and the running revenue total prints 549,274.34 on the second line. The same page prints a budget change from 698,144.70 to 549,274.34. It is the 2022 revenue total, not a balance on hand at either filing.
