Certified 18 months of salary as one year of spending

The FY2026 report covers 07/01/2025 to 06/30/2026. It certifies 67,514.31 spent in that year on the "PT Crisis Intervention Social Worker program" (p12). The same block says the money was paid "Per paycheck. used to pay for CISW salary. Includes annual salary for 2025 and six months of 2026" (p12). That is January 2025 to June 2026, eighteen months. January to June 2025 falls in the FY2025 report year, 07/01/2024 to 06/30/2025. The FY2025 report certifies 5,300.00 expended for that whole year, all of it on the same salary program (p1, p3). The FY2026 report counts in its own year salary that its own text places in the year before. No ledger has been produced, so the paycheck dates cannot be checked.
