FY2025 on hand figure is 111,891.24 below its own math

The FY2025 report certifies 1,837,123.66 received since 2022, 233,349.42 expended and 229,401.69 encumbered between 07/01/2024 and 06/30/2025 (p1). The two earlier reports certify 0.00 expended. On the City's own reports, 1,603,774.24 was left on 06/30/2025, and 1,374,372.55 after setting aside the encumbered figure. The FY2025 report certifies 1,262,481.31 of unspent or uncommitted funds on hand (p1), 111,891.24 less. It also disagrees with the year before. The FY2024 report certified 1,185,883.67 on hand. Add the 510,163.93 received in FY2025 and take away the spent and encumbered figures, and 1,233,296.49 remains. The FY2025 figure is 29,184.82 higher than that.
