The Township appropriated 335,471.57 of settlement money to four accounts between 05/01/2023 and 01/01/2026, G-02-23-709-000-101 at 58,091.46, G-02-24-709-000-101 at 31,485.37, G-02-25-709-000-101 at 174,063.80 and G-02-26-709-000-101 at 71,830.94. Through 08/28/2026 the four accounts paid 32,490.50, all of it on purchase order 25-01653 to Fitness Lifestyles, Inc. for PD Gym Equipment, and 302,981.07 remains unspent. The 2024, 2025 and 2026 accounts have paid nothing. No payment from any of them goes to treatment, recovery support, naloxone, prevention, a counselor or a wellness service. The FY2025 report says the program will be measured through participation rates, employee wellness surveys, fitness assessments, sick time and EAP referrals, and by tracking the opioid related incidents officers respond to against use of the wellness center (p3). No record in hand shows that tracking. The FY2026 report names the Police Chief and the Township Administrator as the officials involved in deciding how to spend the money, and says the Township is still determining the best use of the funds that is practical for its organization (pp2 to 3). No overdose program, and no wellness or support service for officers who experienced secondary trauma, using this equipment is documented. Gym equipment is not among the uses Exhibit E lists.
