The FY2026 report certifies 1,832.00 spent between 07/01/2025 and 06/30/2026 (p1). It says the year's spending focused on mental health of first responders dealing with opioid encounters, and that the Township relied on the list of Opioid Remediation uses regarding mental health of first responders (p2). Its one program is an update to Police Wellness, 1,832.00 spent, 70 participants served, no modifications (p4). The FY2025 report filed that program under Workforce Development and Capacity Building and the Schedule B strategy First Responders, with the primary problem First Responder Mental Health (FY2025 pp2 to 3). The books show lines 7 and 8 of purchase order 25-01653 to Fitness Lifestyles, Inc., both PD Gym Equipment, paid by check 72020 on 01/06/2026. Line 7, 930.00, is invoice O-3747-01 for ten yoga mats, a York machine bar and delivery and installation. Line 8, 902.00, is invoice O-3932-01 for muscle clamps, York kettlebells of 50 to 80 pounds and a BOSU ball. The two lines make the certified figure to the cent, and nothing else left the four settlement accounts in the year. Exhibit E's First Responders category adds two uses to the first-responder items in sections C, D and H, education about fentanyl and other drugs, and wellness and support services for first responders and others who experience secondary trauma associated with opioid-related emergency events. Unlike the other categories, it does not say its own list is not limited to those items. Yoga mats and kettlebells for the department gym are goods, not a service, and nothing in the record ties their use to officers who experienced such trauma. No counseling, peer support or other wellness service has been paid from the fund, and no listed use in C, D, H or I covers gym equipment.
