The books show purchase order 24-03785, Remove and Rewrap Police Car, paid to The Ultimate Alphabet LLC by check 25655 on 01/23/2025 for 3,030.00. That is the whole program. No treatment, referral, naloxone or overdose program payment appears anywhere on the account. Police vehicle graphics are not among the uses Exhibit E lists, and no listed use covers a vehicle wrap.
