Summary
Bordentown Township, Burlington County, reported receiving 113,738.41 in opioid settlement money through 06/30/2026. The national settlements list uses for the money, among them treatment, recovery, connection to care, prevention and harm reduction. The list is not exhaustive. Other documented, evidence-based programs that address the epidemic also qualify. In either case the money must supplement local spending, not replace it.
The Township carries the money on four lines. Three are yearly budget lines in the current fund, 4-01-41-774-000 for 2024, 5-01-41-774-000 for 2025 and 6-01-41-774-000 for 2026. The fourth is grant account G-02-20-002-901. Through 08/17/2026 the four lines paid 31,411.68.

The FY2023 report lists Straight to Treatment with a launch date of 2/9/2022. It says the program was funded monthly using township funds. The FY2024 report lists the same program under Treatment, Schedule B strategy Connections to Care, with 25,000.00 in funding. The FY2025 report updates it. The FY2026 report answers No when asked whether the Township funded any program in the year.
FY2025, a police salary certified as treatment
The FY2025 report certifies 8,641.23 spent and puts all of it under Straight to Treatment. The settlement lines charged 24,641.23 in that year. Take out the 16,300.00 payroll the FY2024 report had already counted and 8,341.23 remains. The certified figure is 300.00 more. Two coach orders for 300.00 were encumbered on 06/30/2025 and paid on 07/21/2025. The same report says 0.00 was encumbered. Reported 0.00 encumbered with 300.00 in open orders.

No listed use covers a game truck rental or a police salary, and no overdose program using them is documented. The report names none of these charges. Certified a police salary and a game truck as treatment.
FY2024, a July payroll and a game truck
The FY2024 report certifies 18,495.45 spent between 07/01/2023 and 06/30/2024. Account 4-01-41-774-000 paid 2,195.45 in that period. The rest is one payroll charge.

The check falls in the next fiscal year. The audit trail names no employee, position or hours. Ten later payroll orders post to the same line at 0.00. No payroll register for the check was produced. Counted a July 2024 payroll check as FY2024 spending.
The same report certifies 1,777.00 encumbered for Straight to Treatment. That is the third line of Game Truck order 24-00475, NATIONAL NIGHT OUT EVENTS, paid on 09/24/2024. The spent figure holds the order's second line, 150.00, and a 95.45 Mentoring Men lunch. The police DARE and Community Outreach lines had paid those lunches since 2019. Certified a Night Out game truck as a treatment program.

The recovery coaches
Two recovery coaches are paid 75.00 a session. The FY2023 report says the program was funded monthly using township funds. The vendor histories show how. From 03/18/2022 to 02/27/2024 the Township paid the coaches 4,650.00 from police appropriations named Straight to Treatment-POLICE.
From orders of 04/04/2024 the same coaches, for the same service at the same 75.00 a session, were charged to the settlement lines. Through 08/17/2026 the settlement lines paid 9,825.00 for their sessions. Four more sessions, 300.00, sit in Reference 4714 above.
Peer recovery coaches are among the uses Exhibit E lists. The money must add to local spending, not replace it. Here the police budget paid the cost first, to the cent per session, and the settlement took it over. Moved police-paid recovery coaches onto settlement money.
FY2026
The State published the Township's FY2026 report on 10/01/2026. It covers 07/01/2025 to 06/30/2026. It certifies 4,575.00 spent and 0.00 encumbered. Asked whether the Township funded any program in the year, it answers No. It adds no program for the year. Certified 4,575.00 spent and said it funded no program.
The settlement lines paid 3,900.00 in that period, all of it coach sessions for Straight to Treatment. Four more coach orders, 675.00, were encumbered on 06/08/2026 and paid on 07/20/2026 and 08/17/2026. The 3,900.00 and the 675.00 make the certified figure to the cent. All 675.00 was open on 06/30/2026 while the report says 0.00 was encumbered. 375.00 of it pays for July 2026 sessions, after the year closed. Counted July 2026 coach sessions as FY2026 spending.
The unspent figures
Every unspent figure the Township has certified is its receipts less a budget line.

The 25,000.00 is the 2024 budget line. The 60,167.03 is the 2024, 2025 and 2026 budget lines together. None of the figures deducts the spending the same reports certify. The reports' own figures give 50,245.59 on hand for FY2024, 68,423.45 for FY2025 and 82,026.73 for FY2026. The grant account alone printed a balance of 26,055.35 on 09/01/2026. Two reports put unspent at receipts less 25,000.00. Unspent figure is receipts less three budget lines.
What should happen
The Township can restore to the settlement fund the 15,111.68 spent on a game truck, a police salary, lunches and coach sessions the police budget already carried. It can show who the 16,300.00 payroll paid and for what.
The State relies on these reports to verify compliance. The Department of Human Services and the Office of the State Comptroller should examine the FY2024, FY2025 and FY2026 reports, who prepared them, and what records support them.
