Summary
Denville Township, Morris County, receives a direct share of the national opioid settlements. The settlements list uses for the money, among them treatment, recovery, connection to care, prevention and harm reduction. The list is not exhaustive. Other documented, evidence-based programs that address the epidemic also qualify. A municipality may also direct its share to its county.
Denville chose the county. Settlement receipts post to the Opioid Settlement Grant account, 01-192-10-772-001. The 2022 and 2023 receipts were moved at year end to a reserve, 02-290-55-772. The Township has never paid a vendor or a program from either account. Every dollar that left them went to the County of Morris.

The first payment is the reserve balance, the 2022 receipts of 16,350.07 plus the 2023 receipts of 26,823.00. The ledger describes it as a transfer of settlement funds to the County per resolution 24-26. That resolution was not produced. The second payment is the six receipts of 05/07/2024 to the cent. The third is the account balance on 12/19/2024.
The County's settlement appropriation shows budget additions of 43,173.07 on 04/25/2024, 43,908.58 on 06/13/2024, labeled Twp of Denville Pmt#2, and 16,563.45 on 03/27/2025.

The FY2023 report says the Township was in discussion with Morris County about moving its money to a larger county initiative. It certifies 31,778.06 received and 0.00 spent as of 06/30/2023. Both tie to the books.
The FY2024, FY2025 and FY2026 reports are one page short forms. They ask what was received and whether the funds went to the county. They do not ask what was spent. Each prints the address of the Morris County Department of Human Services for the Township.
