Summary
The Town of Dover, Morris County, reports to the State as State ID NJ43. The national settlements list uses for the money, among them treatment, recovery, connection to care, prevention and harm reduction. The list is not exhaustive. Other documented, evidence-based programs that address the epidemic also qualify. In either case the money must add to local spending, not replace it.
The Town produced one record of its settlement money. It is a Revenue Detail Inquiry for account 5-01-10-899-333, National Opioid Settlement Fund, printed 05/29/2026. The Town said it holds no other responsive record. No expenditure account was produced.
This project has no spending to classify. Nothing is conforming, non-conforming or unverified. This project publishes three findings, all on the Town's own figures for money received and on hand. Read the Town's page.
What the Town told the State
| Report | Received in the year | Received since 2022 | Spent | Encumbered | Unspent on hand |
|---|---|---|---|---|---|
| FY2023 | not asked | 35,471.61 | 0.00 | not asked | not asked |
| FY2024 | 87,972.85 | 123,444.46 | 0.00 | 0.00 | 87,972.85 |
| FY2025 | 58,293.00 | 181,737.46 | 0.00 | 0.00 | 181,737.46 |
| FY2026 | 51,627.77 | 233,365.23 | 0.00 | 0.00 | 233,365.23 |
Each report answers that the Town is a municipality and did not transfer its funds to the county. Each reports 0.00 of administrative expenses and, where the form asks, 0.00 of interest. None reports a funded program, a strategic plan, a risk assessment or public engagement. Each answers that the Town plans to do these things in the future.
FY2023. The report lists 35,471.61 received and nothing spent as of 06/30/2023. It gives the Town's goal as reducing opioid use through outreach programs. It says a county wide strategic plan is under review.
FY2024. The report lists 87,972.85 received in the year and 123,444.46 received since 2022. Its note on administrative expenses says the Town's records show 87,972.85 received through 06/30/2024, not 123,444.46. It says the prior report's figure was entered in error, and that the Town tried to enter a negative interest figure to bring the total down and could not. It certifies 87,972.85 on hand, which matches the Town's own figure and not the total above it. A town that received 123,444.46 and spent nothing cannot hold 87,972.85. The report contradicts itself by 35,471.61.
FY2025. The report adds 58,293.00 to 123,444.46 and certifies 181,737.46 received and 181,737.46 on hand. The 35,471.61 the FY2024 report called an error stays in both figures. On the Town's own FY2024 figure, 87,972.85 plus 58,293.00 is 146,265.85. The books carry 125,106.60 into 2025 and show no receipt from 01/01/2025 to 06/30/2025. The certified on hand is 56,630.86 more than the books. The report says the Town had a lot of transitioning these past two years and looked forward to programs through its health department in 2025 and 2026.
FY2026
The State published the Town's FY2026 report on 10/01/2026. It covers 07/01/2025 to 06/30/2026. It certifies 51,627.77 received, 0.00 spent, 0.00 encumbered and 233,365.23 currently on hand. It funded no program.
Asked about its goals, the report says the Town is developing a plan for 2027 because everything was at a standstill due to turnover. Asked which officials decided how to spend the money and which resources they used, it answers N/A. Asked for how many years allocations have been decided, it answers 3 to 5 years.
What the books show
The revenue print runs to 05/29/2026. It opens the 2025 account on 01/01/2025 with a balance forward of 125,106.60, then shows four receipts.
| Date | Entry | Amount |
|---|---|---|
| 01/01/2025 | Opioid Fund Balance Forward | 125,106.60 |
| 08/31/2025 | Opioids Settlement Fund | 33,081.89 |
| 10/31/2025 | Opioids Settlement | 328.78 |
| 12/31/2025 | Opiod Fund | 3,881.59 |
| 12/31/2025 | Opioid Settlement fund | 14,335.51 |
| Total on the print | 176,734.37 |
The four receipts total 51,627.77. That is the FY2026 report's figure for money received in the year, to the cent. The print shows no receipt from 01/01/2025 to 08/30/2025 and none after 12/31/2025.
The print shows no payment, no order and no journal out of the account. That agrees with the 0.00 spent in each report. It is not proof of it, because no expenditure account was produced.
The FY2026 report puts 233,365.23 received and on hand. The print reaches 176,734.37 through 05/29/2026. The report's own received figure for the year is the four receipts on the print. The 125,106.60 the books carried into the year plus those 51,627.77 is 176,734.37. The certified on hand is 56,630.86 more. The excess is the same as in FY2025, and it holds the 35,471.61 the FY2024 report called an error.
What is still open
No account that pays settlement money out was produced. Such a record, and a record of receipts from 01/01/2026 to 06/30/2026, would show where the Town holds the 56,630.86 its reports certify and its books do not show.
