The FY2023 report lists one program, Education and Recovery Resources, described as online education and recovery information. Its funding date, amount and launch date are all "N/A." Each later report carries the program forward. Its performance entry reads "No program was created and expenditures were made." Each later report also answers No when asked whether the Borough funded a program, or a new program, that year.
The FY2025 and FY2026 reports give the Borough's goals as "No decisions have been made yet." The FY2026 report names the Mayor and Council and the Municipal Alliance as the officials involved in deciding. It says spending allocations have been decided for 0 years. The Borough reports no strategic plan, no risk assessment and no public engagement in any year.
The FY2024 balance
The FY2024 report certifies 72,125.31 received since 2022. That is the 27,169.04 from FY2023, the 44,520.33 from FY2024 and 435.94 of interest, to the cent. Nothing was spent in either year. The report still certifies 57,173.36 unspent and uncommitted on hand. That is 14,951.95 less than the Borough says it received. The report does not say where the difference went. FY2024 balance is 14,951.95 short with nothing spent.
The FY2025 report then certifies 91,952.23 on hand. That is 34,778.87 more than the year before. The report certifies 20,262.86 received and 303.94 of interest for the year, 20,566.80 in all, and nothing spent.
The FY2025 balance
By FY2025 the Borough had reported 739.88 of interest, 435.94 through FY2024 and 303.94 in FY2025. The FY2025 total received since 2022, labeled as including interest, is 92,256.17. It counts only the FY2025 interest. The balance on hand, 91,952.23, counts none. It equals the settlement payments alone.
With nothing spent, the reports' own figures put the balance at 92,692.11. The FY2026 report confirms that figure. Its 111,178.82 received and on hand is 92,692.11 plus the 18,213.51 and 273.20 it reports for FY2026. FY2025 balance leaves out 739.88 of certified interest.

The State published the Borough's FY2026 report on 10/01/2026. It covers 07/01/2025 to 06/30/2026. It certifies 18,213.51 received, 273.20 of interest, 0.00 spent and 0.00 encumbered. Its received total and its balance on hand are both 111,178.82. Those two figures agree with each other and with every receipt the Borough has reported.
