Each report says the Township did not transfer its funds to the county.

The FY2023 report names one planned program, Access to Free Treatment, with High Focus Treatment Facility. It gives the funding date as TBD and says the program had not started.

The FY2024 report certifies nothing spent and says no program was funded. Its answer on goals reads "We spent the year securing contracts for treatment scholarships."

The FY2025 report lists three program lines. Konscious Education Training, 3,200.00, trained two youth leaders. Mental Health Counseling Services for Senior Citizens, with CPC Integrated Health, reports 6,300.00 spent and 6,000.00 encumbered. Access to Free Treatment reports 17,050.00. The three lines make the 26,550.00 certified.

The FY2026 report lists four lines. Freehold Alliance Support at 50,000.00, Konscious Education Training at 0.00, the seniors program at 6,000.00 and Access to Free Treatment at 22,690.00. The four lines make the 78,690.00 certified. No program block shows the 2,100.00 the report certifies as encumbered.

The Alliance deposit

The FY2026 report's largest program is Freehold Alliance Support. The recipient is the Freehold Alliance Trust. The report places it in the County or Municipality category. It reports all 50,000.00 spent and nothing encumbered.

The report describes the program's purpose as "To support the activities of the Alliance in absence of GCADA funds." It describes the impact as financial support for the Alliance Coordinator and annual programs in the schools and the community. Asked how the money was procured, it answers "Municipality deposits opioid dollars into the Alliance Trust Fund annually."

It reports 0 individuals served. It gives the funding date as 7/1/2025 and the launch date as 1/1/2025. The same report says the Konscious program was "supported under the Alliance Trst Fund."

On the report's own words, the 50,000.00 moved into a trust fund. It was certified to the State as spent. Certified a 50,000.00 trust fund deposit as spent.

What the records show

The only records on file are the Township's reports to the State. The Township has not produced a ledger, a bank statement, a trust fund record or any account record for its settlement money. Without one, this project cannot say what the Alliance Trust Fund paid, whether the treatment and counseling payments were made, or where the rest of the money is held. A ledger is owed before the Township's reports can be tested.
