Findings

4 findings.

Every finding is verified to the documents in its own row. An inference is labelled as one.

Red with the marker: a certified figure the books contradict.

01

The FY2026 report certifies 78,690.00 spent between 07/01/2025 and 06/30/2026 (p1).

50,000.00 of it is a new program named Freehold Alliance Support, recipient Freehold Alliance Trust, in the County or Municipality category, with all 50,000.00 reported spent and 0.00 encumbered (p4 and p5). The report describes the purpose as "To support the activities of the Alliance in absence of GCADA funds" (p4) and the impact as financial support for the Alliance Coordinator and annual programs (p5). Asked for the procurement method, it answers "Municipality deposits opioid dollars into the Alliance Trust Fund annually" (p6). It reports 0 individuals served, a funding date of 7/1/2025 and a launch date of 1/1/2025, six months before the program was funded (p5). In the same report the Konscious Education Training update says the program was "supported under the Alliance Trst Fund" (p7). On the report's own words the 50,000.00 was deposited into a trust fund, not spent on a program. No ledger or trust fund record has been produced, so what the trust fund paid cannot be tested.

Frequently asked questions

Can opioid settlement money be spent on police cars or license plate readers?

No. Exhibit E of the national settlement lists the approved uses: treatment, recovery, prevention, harm reduction and related supports. Vehicles and surveillance hardware are not among the uses it lists, and state law bars using the funds to replace money a town would otherwise have spent. The approved uses
