Haddon Township, Camden County, filed all four of its reports to the Department of Human Services, FY2023 through FY2026. The FY2024 report certifies 2,570.20 spent on one program, Opioid Settlement Reporting, run by the Township. Its description reads "TBD." Its amount expended is 2,570.00. The administrative detail line says the money was "Spent on training and safety banner," while the administrative figure is 0.00. The report says the Township is still working out the best use of the funds.
The FY2025 report certifies nothing spent, nothing encumbered and no new programs. It certifies 130,149.55 on hand. That is 56,711.81 more than the 73,437.74 it says the Township had received. The FY2024 balance carried forward with the year's receipts is 70,867.54. FY2025 cash on hand tops all money received by 56,711.81.
The FY2026 report and the K-9 program
The FY2026 report covers 07/01/2025 to 06/30/2026. It certifies 26,221.28 spent, 0.00 encumbered and 151,907.50 unspent and uncommitted on hand.
It lists one program, K-9 Community Outreach, Education, Enforcement and Overdose Response. The recipient is the Haddon Township Police Department. The report describes a program that "combines narcotics-detection and enforcement capabilities" with education and overdose follow-up. It certifies the program under Harm Reduction and Overdose Prevention. Exhibit E lists no police K-9 unit, and no record of what the 26,221.28 bought has been produced.
The program page certifies 180,698.98 of funding, 26,221.28 spent and 151,907.50 encumbered. The financial page of the same report certifies 0.00 encumbered and the same 151,907.50 as uncommitted cash. K-9 program shows 151,907.50 encumbered, report says 0.00.
The 180,698.98 is the year's 26,221.28, the 151,907.50 and the 2,570.20 spent in FY2024, to the cent. It is 80,019.61 more than the Township says it has received.

The program page gives a funding date of 01/02/2026 and a launch date of 10/01/2026, three months after the reporting year closed. It reports 0 individuals served. The same page reports 6 recovery kits handed out to people arrested on drug charges, 7 community events and 7 post-overdose contacts. K-9 program spent 26,221.28 in a year before its launch.
What the records show
The records on file are the four reports. Their own figures do not agree with each other. The balance on hand rises in a year with nothing spent by more than the year's receipts. It then rises above every dollar received. The one program that drew money is a police K-9 unit, certified as harm reduction, with a launch date after the year it spent the money.
What should happen
The Township can produce the ledger for its settlement account, with the purchase orders and invoices behind the 2,570.20 spent in FY2024 and the 26,221.28 spent in FY2026. It can state what the fund actually holds.
The State relies on these reports to verify compliance. The Department of Human Services and the Office of the State Comptroller should examine the FY2025 and FY2026 reports, who prepared them, and what records support them.
