What the money went to
The reports name three things.
- The Black Poster Project, a memorial display of people lost to overdose, shown at Hazlet's high school. The FY2024 report certifies 1,500.00 for it on 5/17/2024. The FY2026 report certifies 2,500.00 for a showing launched 10/23/2025.
- Support for one student at the K.E.Y.S. Academy, which the report describes as a school for adolescents diagnosed with a substance use disorder. The FY2025 report describes it in its narrative but gives it no program block or amount.
- The CPC Integrated Health Mobile Outreach Van. The FY2026 report certifies 50,000.00 of funding, 25,000.00 spent and 25,000.00 encumbered. It was funded 10/28/2025 and launched 06/24/2026. The report gives 0 individuals served and says the program is too new for numbers.
The FY2024 report answers Yes to having completed a risk assessment. The FY2025 and FY2026 reports answer No, but we plan to. No report says the Township has a strategic plan or engaged the public before deciding.
The FY2026 report
The State published the Township's FY2026 report on 10/01/2026. It covers 07/01/2025 to 06/30/2026. It certifies 26,990.44 received and 27,500.00 spent. The spending is the van's 25,000.00 and the poster display's 2,500.00, to the cent.
At question 7 the report certifies 0.00 appropriated or encumbered. The van block certifies 25,000.00 encumbered. Both cannot be true. FY2026 reports 0.00 encumbered, its van shows 25,000.00.
At question 9 the report certifies 0.00 unspent or uncommitted on hand. The Township reports 123,343.15 received and 30,500.00 spent across four years. With the van's 25,000.00 set aside, 67,843.15 remains. The report does not say where it went. FY2026 says 0.00 on hand, its figures leave 67,843.15.
The FY2025 report
The FY2025 report certifies 81,404.45 on hand. The prior balance, the year's receipts, its 1,500.00 spent and its 2,500.00 encumbered give 90,852.71. The certified balance is 9,448.26 lower. FY2025 balance is 9,448.26 below the report's own figures.
Its 1,500.00 of spending rests on one program block. That block is the Black Poster Project, funded and launched 05/17/2024. That date is before the FY2025 period began, and the FY2024 report already counted the same 1,500.00 for the same display. The FY2025 narrative instead describes the K.E.Y.S. Academy student. FY2025 counts the FY2024 poster display as new spending.
