Summary
Hopatcong Borough, Sussex County, reports receiving 99,300.86 in opioid settlement money from 2022 through 06/30/2026, plus 3,222.00 of interest, for a total of 102,522.86. The national settlements list uses for the money, among them treatment, recovery, connection to care, prevention and harm reduction. The list is not exhaustive. Other documented, evidence-based programs that address the epidemic also qualify. In either case the money must add to local spending, not replace it.
The Borough produced one ledger record, a Budget Detail Inquiry printed 05/28/2026. It covers five accounts named for the settlements: National Opioid Allergan, CVS, Teva, FD and Walgreen grants, G-02-41-887-000-001 to G-02-41-887-000-005. Each was added on 10/31/2025 and given its balance the same day by a Chapter 159 budget insertion. The five insertions are 2,671.39, 4,722.32, 2,565.00, 17,118.01 and 2,216.55, a total of 29,293.27. No account shows a payment, an order or a journal through 05/28/2026. No record was produced for where the money sat before 10/31/2025.
This project has no spending to classify. Nothing is conforming, non-conforming or unverified. Read the Borough's findings.

Each report answers that the Borough is a municipality and did not transfer its funds to the county. Each reports 0.00 of administrative expenses. None reports a funded program, a strategic plan or a risk assessment. None reports public engagement before deciding how to use the money.
The FY2023 report says the Borough was just forming a committee to decide how to spend the funds. The FY2024 report answers "Work in Progress" on its goals. The FY2025 report says a new chief financial officer was working with the Mayor on how to use the funds. Asked how it decided to use the money that year, it answers "We only used $1,000 for Project Graduation." The same report certifies 0.00 spent, 1,000.00 appropriated or encumbered and no new program funded. A year later the FY2026 report says nothing has been spent yet. Said it used 1,000.00 on Project Graduation, certified 0.00. The FY2026 report says the Borough is still researching ideas.
The balance on hand
The FY2026 report certifies 147,485.06 of unspent and uncommitted funds currently on hand. The same report gives 102,522.86 as all the money received since 2022. That total is the FY2025 report's 89,069.63 plus the year's 13,443.23 and 10.00 of interest, to the cent. No report certifies any spending. The balance on hand is 44,962.20 more than every dollar the Borough says it received. Certified 147,485.06 on hand after receiving 102,522.86.
The earlier reports do not hold together either. The FY2024 report certifies 98,763.53 on hand against 86,851.08 received, 11,912.45 more. Certified 98,763.53 on hand after receiving 86,851.08. The FY2025 report certifies 44,715.18 on hand against 89,069.63 received and 1,000.00 encumbered, 43,354.45 less. Reported 44,715.18 on hand with 88,069.63 unspent. Nothing was spent in either year. The balance fell 54,048.35 between the two reports while the Borough received 2,218.55.
FY2026
The State published the Borough's FY2026 report on 10/01/2026. It covers 07/01/2025 to 06/30/2026. It certifies 13,443.23 received, 10.00 of interest, 0.00 spent, 0.00 encumbered and 147,485.06 currently on hand. It funded no program. Asked which officials decided how to spend the money, it answers that nothing has been spent yet. Asked for how many years allocations have been decided, it answers "No decisions have been made yet."
The budget detail print agrees with the spending figure for the months it covers. It shows nothing paid and nothing ordered from 10/31/2025 to 05/28/2026. It holds 29,293.27, well short of the balance the report certifies.
What is still open
The produced print covers five accounts that did not exist before 10/31/2025. A full history of the settlement money from 2022, with the receipts posted to it, would show what the Borough actually held when each report was filed. It would also show whether the 1,000.00 for Project Graduation was ever paid.
