FY2024 on-hand figure is 189,388.86 more than was left

The FY2023 report certifies 540,098.88 received and 0.00 expended as of 06/30/2023. The FY2024 report certifies 1,127,186.71 received between 07/01/2023 and 06/30/2024 and 1,667,285.59 received since 2022, which is the sum of the two. It certifies 1,070,269.20 expended, 94,652.49 appropriated or encumbered and no transfer to the county (page 1). It then certifies 786,405.25 of unspent and uncommitted funds on hand (page 3). On the City's own figures, 1,667,285.59 received less 1,070,269.20 spent leaves 597,016.39 in total, and 502,363.90 once the encumbrance is set aside. The certified 786,405.25 is 189,388.86 more than everything left and 284,041.35 more than the uncommitted part. The City has produced no ledger.
