FY2025 says 0.00 on hand, its own figures leave 509,159.92

The FY2025 report certifies 3,021,633.45 received since the distribution commenced in 2022, 1,374,141.50 expended and 68,062.83 appropriated or encumbered between 07/01/2024 and 06/30/2025, and no transfer to the county (page 1). It then certifies 0.00 of unspent and uncommitted funds on hand (page 2). The City's earlier reports certify 0.00 expended as of 06/30/2023 and 1,070,269.20 expended between 07/01/2023 and 06/30/2024. On the City's own figures, 3,021,633.45 received less 2,444,410.70 spent leaves 577,222.75. Less the 68,062.83 encumbered, 509,159.92 is unspent and uncommitted. The report says none is. The City has produced no ledger, so what the fund held at 06/30/2025 cannot be tested against the books.
