Moved a police counseling fee off the police budget

The Concern Employee Assistance Program agreement, signed for the Township by the Chief of Police on 08/26/2025 and effective 09/01/2025, charges an annual fee of 1,545.00. Concern invoice 4725, dated 08/29/2025, bills that fee prorated for September to December 2025, 1,545.00 less 1,030.00, a total of 515.00. Purchase order 25-02036 charged it to the police professional services line, 5-01-25-240-205, and check 46112 paid it on 02/10/2026. Concern invoice 4767, dated 01/20/2026, bills the 2026 annual fee of 1,545.00 for the same program. Purchase order 26-00497 charged it to the settlement account, 6-01-55-008-043, and check 46264 paid it on 03/10/2026. Both purchase orders give the reason as a new requirement for accreditation. The Concern vendor history from 01/01/2018 to 09/01/2026 shows no other payment. The same fee for the same service moved from the police budget to the settlement fund in its second billing year.
