The FY2026 report lists a new program, the Concern Employee Assistance Program, at 1,545.00 funded and spent, recipient Concern Employee Assistance through Atlantic Health (pp4 to 6).
It gives the primary category as Treatment and the Schedule B strategy as First Responders. It describes the purpose as mental health services for police officers who have witnessed or responded to opioid related deaths. It reports 41 individuals served and 0 services provided. Purchase order 26-00497 paid Concern invoice 4767, the 2026 annual administrative fee for the program, by check 46264 for 1,545.00 on 03/10/2026, the certified figure to the cent. The agreement is made by the Montville Township Police Department, effective 09/01/2025, for an annual fee of 1,545.00 plus 489.25 per case. The proposal it rests on covers about 50 police employees and their household members for problems that include family and marital conflict, stress, legal and financial issues and career coaching. Both purchase orders give the reason as a new requirement for accreditation. Exhibit E's Treatment uses are treatment for opioid use disorder. No listed Treatment use covers an annual enrollment fee for a staff counseling benefit, and no opioid use disorder treatment through the program is documented. The police budget paid the same fee the year before.
false-characterization · 3 documents · 10/04/2026The FY2026 report certifies 25,000.00 appropriated or encumbered but not yet spent in the year ending 06/30/2026 (p2).
Its goals answer says the Township provides drug related data to the Health Department and the ARRIVE Program, per the Peregrine Technologies Program (p2). None of its three program blocks describes that money. The settlement account shows purchase order 26-01400 to Peregrine Technologies Inc, described as POLICE CRIME ANALYSIS, first encumbered 06/26/2026 and paid by check 46954 for 25,000.00 on 07/02/2026. That order is the certified figure to the cent. The Police Chief's memo of 12/29/2025 to the Business Administrator states that the police department purchased a crime mapping software called Peregrine in 2025. It asks for settlement funds to pay the 25,000.00 maintenance fee for 2026. It proposes a dashboard mapping ARRIVE responses, naloxone reversals, overdose deaths, drug arrests and citizen complaints about drug activity, and cites Schedule B H.5, data tracking software for overdoses and naloxone revivals. The books show the annual upkeep of a police crime analysis system. No record produced shows the dashboard, any drug data given to the Health Department or the ARRIVE Program, or any overdose program using the software. No listed use covers police crime analysis software.
false-characterization · 2 documents · 10/04/2026Each report since FY2024 states unspent funds on hand equal to its own received total, less what it certifies spent and encumbered, plus exactly 9,067.26.
FY2024 reports 104,608.17 received since 2022, nothing spent or encumbered and 113,675.43 unspent. FY2025 reports 148,958.22 received, nothing spent or encumbered and 158,025.48 unspent. FY2026 reports 179,019.20 received, 6,295.00 spent, 25,000.00 encumbered and 156,791.46 unspent. Each report gives interest as 0.00. In FY2024 and FY2025 the unspent figure is larger than every dollar the Township says it received. The books hold the same number. The 2024 settlement line, 4-01-55-008-043, carried a balance of 9,067.26 that was cancelled on 01/01/2025 and moved to the grant reserve, reference 4396. The reports give no source for the added 9,067.26. That it counts settlement money already inside the received total is this project's inference.
unspent-misstated · 4 documents · 10/03/2026The Concern Employee Assistance Program agreement, signed for the Township by the Chief of Police on 08/26/2025 and effective 09/01/2025, charges an annual fee of 1,545.00.
Concern invoice 4725, dated 08/29/2025, bills that fee prorated for September to December 2025, 1,545.00 less 1,030.00, a total of 515.00. Purchase order 25-02036 charged it to the police professional services line, 5-01-25-240-205, and check 46112 paid it on 02/10/2026. Concern invoice 4767, dated 01/20/2026, bills the 2026 annual fee of 1,545.00 for the same program. Purchase order 26-00497 charged it to the settlement account, 6-01-55-008-043, and check 46264 paid it on 03/10/2026. Both purchase orders give the reason as a new requirement for accreditation. The Concern vendor history from 01/01/2018 to 09/01/2026 shows no other payment. The same fee for the same service moved from the police budget to the settlement fund in its second billing year.

Correct the recordCan opioid settlement money be spent on police cars or license plate readers?
No. Exhibit E of the national settlement lists the approved uses: treatment, recovery, prevention, harm reduction and related supports. Vehicles and surveillance hardware are not among the uses it lists, and state law bars using the funds to replace money a town would otherwise have spent. The approved uses
