It describes an annual gathering where dinner is provided (p17). The account shows what the 5,100.00 bought. It names the Lumberton Township Police Department as the recipient (p2) and gives the primary category as Harm Reduction and Overdose Prevention and the Schedule B strategy as Treat Opioid Use Disorder (p5). It describes the program as distributing treatment referrals, recovery program information and harm reduction tools such as naloxone (p3). It reports 50 participants, 8 encounters and 12 referrals to treatment (p4). The books show every payment from account G-02-05-707-000 between 07/01/2024 and 06/30/2025. Amazon purchase order 24-01153, check 1012, 1,429.04 for fanny packs, socks, coloring books, bubble wands, razors, soap, hand sanitizer, nail clippers, hats, scarves, gloves, backpacks and stuffed bears. Wawa catering and hoagie boxes on purchase orders 24-01173 and 25-00360, 607.65 net of discounts. Foremost Promotions water bottles and shipping on purchase order 24-01219, 364.00 net of a discount. McDonald's cheeseburgers on purchase order 25-00362, 150.00. Soft pretzels on purchase orders 24-01218 and 25-00274, 47.00. Police overtime charged on the 10/24/2024 payroll, 522.79. They total 3,120.48, the certified figure to the cent. No payment buys naloxone, treatment, counseling or a referral service. The FY2026 update carries the same program at 11,434.09 (p4), again the account's spending to the cent. It is the same kinds of purchases plus a 7,605.51 payment to the Lumberton Emergency Squad described only as OPIOD REIMBURSEMENT.

The FY2024 report certifies a program named LEADS Online at 6,265.00 expended, recipient Evesham Police Department, primary category Treatment, Schedule B strategies Treat Opioid Use Disorder (OUD) and Connections to Care (pages 6 to 8). The same report describes LEADS Online as a database that maintains all pawn transactions in the Township, which police use to search for stolen property and for suspects who may have sold it. The books show purchase order 23-02521 to LeadsOnline Parent LLC, a LeadsOnline subscription, paid by check 132242 on 09/06/2023 for 6,265.00, the certified figure to the cent. The vendor history shows the renewals of 07/24/2024, 09/17/2025 and 07/22/2026 paid from the police data processing maintenance line. A pawn transaction database is a police investigative tool. No treatment program using it is documented, and a police property crime database is not among the uses Exhibit E lists.

The FY2024 report lists one program, Active Outreach for Opioid Recovery, recipient Mount Laurel Township, funded 93,645.53 and expended 29,144.92, with a launch date of 12/12/2023 (pp3 and 4). It describes the program as 4 to 6 large-scale multidiscipline events a year that the Mount Laurel Police Department hosts, and it files the program under primary category Treatment, with Treat Opioid Use Disorder first among its Schedule B strategies. The FY2025 and FY2026 reports update the same program at 92,912.89 and 159,124.11. The account paid 281,181.92 from 12/12/2023 through 06/30/2026, and those payments make the three figures to the cent. Of that, 168,974.30 is Township payroll with no title or hours. The rest is event food from Chick-fil-A, Wegmans and McDonald's, hygiene kits, clothing, toys and giveaway goods, an 8.5 by 20 trailer, one line of a police vehicle upfit, vehicle lettering, traffic items, a tablet, management course tuition and an impairment simulation kit. No payment went to a treatment provider, clinician or licensed program, and none bought medication. The FY2025 and FY2026 reports count over 600 and over 950 units of Narcan distributed. The account bought no naloxone. The launch date, 12/12/2023, is the date of the first payroll charge and the first two Chick-fil-A orders on the account. Exhibit E's Treatment uses are treatment for opioid use disorder. Active outreach appears in Exhibit E under section D as the DART model, not under Treatment. The books show no treatment behind the Treatment label.

The FY2025 report certifies 8,641.23 expended between 7/1/2024 and 6/30/2025 and reports the whole figure as the Straight to Treatment program (p1, p2). The FY2024 report describes that program as people facing addiction walking into the police department to be connected with a treatment program, primary category Treatment, Schedule B strategy Connections to Care (pp2 to 3). The settlement accounts charged 24,641.23 in the period. Leave out the 16,300.00 payroll the FY2024 report had already counted and 8,341.23 remains. The certified figure is 300.00 more. Coach orders 25-00897 and 25-00898, 300.00, were encumbered on 06/30/2025 and paid on 07/21/2025. Of the 8,341.23, 4,741.23 is not coaching. Game Truck was paid 1,777.00 for National Night Out events on purchase order 24-00475 line 3, check 41078, on 09/24/2024. Journal 3367 moved 82.22 for a Mentoring Men lunch, purchase order 25-00172, from Community Outreach-POLICE on 03/10/2025. The report names none of these. No listed use covers a game truck rental or a police salary, and no overdose program using them is documented.

The FY2025 report answers Yes to funding new programs in the year and lists Salary for Hope One Youth Program as 2025 Fiscal Program 3, funded 11/26/2024, launch date 01/01/2025, 65,000.00 funded and 26,810.88 expended (pp6 to 8). The same block says the program had reached over 10,000 participants since its inception as of 08/26/2025. The FY2026 report says the Hope One for Youth debuted in April of 2024 (p7). The county payroll register shows the youth coordinator paid every two weeks from 01/05/2023, first on grant budget codes G-14-22-774 and G-14-22-788 and, from 08/17/2023 to 08/27/2026, on the county grant suspense code G-14-99-999-99-332-20001. The settlement account G-15-22-042-00-275-00011 does not carry that payroll. It repays it. Purchase order 25-02403, check 201633 on 04/21/2025, repays the pay periods of 01/02/2025 to 03/27/2025 to the county's state fund, one line per payroll. The launch date the report gives is the start of those repayments, not the start of the program. The 26,810.88 certified is eleven repayments and a 26.00 nameplate order, to the cent.
