01

The FY2023 report certifies 43,366.27 received as of 6/30/23 (p1, question 7).

The Township's revenue trail for account G-02-99-131-000 shows 35,213.96 received through 06/30/2023, in four receipts dated 12/30/2022, 01/31/2023 and 06/16/2023. The 8,152.31 difference is the wire of 08/02/2023, receipt R 7134, which arrived after that period closed. The FY2024 report certifies 70,246.00 received between 7/1/2023 and 6/30/2024 (p1, question 1). That is every receipt on the trail in that period, the same 08/02/2023 wire included. The FY2024 cumulative figure, 113,612.27 (p1, question 3), is the sum of the two, so it counts the wire twice. The FY2025 report carries it forward at 154,757.09 and the FY2026 report at 182,645.52 (p1, question 3). The trail prints 146,604.78 received through 06/30/2025. The FY2025 report certifies 0.00 spent and 146,604.78 on hand (p1, question 9), the trail figure to the cent. The same report's cumulative receipts are 8,152.31 higher than the cash it says it holds with nothing spent.

The FY2024 report covers 07/01/2023 to 06/30/2024.

It certifies 113,612.27 received since 2022 (p1, question 3), 0.00 expended in the year (p1, question 6) and 125,917.00 of unspent funds on hand (p1, question 9). The FY2023 report certifies 0.00 expended through 06/30/2023 (p1, question 8). On the report's own figures the Township held 12,304.73 more cash than it had ever received. The revenue trail for account G-02-99-131-000 prints 105,459.96 received through 06/30/2024. The certified 125,917.00 is that sum plus four wires dated 07/31/2024, receipts R 7576 to R 7579, which total 20,457.04 and arrived after the reporting period closed. The report states a balance above everything received in the period it covers, and above its own cumulative receipts.

The FY2026 report certifies 182,645.52 received since 2022 (p1, question 3), 0.00 in interest (p1, question 2) and 482.69 spent between 07/01/2025 and 06/30/2026 (p1, question 6).

The FY2023, FY2024 and FY2025 reports each certify 0.00 spent. Received less spent is 182,162.83. The same report certifies 174,010.22 unspent on hand (p2, question 9), 8,152.61 less. Of that gap, 8,152.31 is the 08/02/2023 wire, receipt R 7134, that the cumulative figure counts twice. The other 0.30 sits between the two reports. The FY2025 report certifies 146,604.78 on hand (p1, question 9). Adding the FY2026 receipts of 27,888.43 and taking away the 482.69 spent gives 174,010.52, not 174,010.22. Neither report accounts for the 0.30.

Frequently asked questions

Can opioid settlement money be spent on police cars or license plate readers?

No. Exhibit E of the national settlement lists the approved uses: treatment, recovery, prevention, harm reduction and related supports. Vehicles and surveillance hardware are not among the uses it lists, and state law bars using the funds to replace money a town would otherwise have spent. The approved uses

What did Delran Township tell the State it spent the money on?

It certified 2 programs to the Department of Human Services. Each program, its recipient and its amount are reproduced above, beside the payments in the account.See the reports

How was this grade computed?

By code, from a published rubric: reporting integrity 50 percent, spending conformity 40 percent, transparency 10 percent, with hard caps for a certified program that has no payee in the books, for an uncertified transfer out, and for a records refusal. The rubric
