Findings

3 findings.

Every finding is verified to the documents in its own row. An inference is labelled as one.

Red with the marker: a certified figure the books contradict.

01

The FY2025 report covers 07/01/2024 to 06/30/2025.

At Q6 it certifies 59,900.50 of opioid abatement funds expended in that period (page 1). At Q10 it states that Irvington is developing a needs assessment and strategic plan and "did not spend funds during this reporting period" (pages 1 and 2). At Q11 it states that Irvington spent "an small amount of funds" on awareness billboards. Its program page reports the Irvington Opioid Day Concert at 59,900.50 expended in the period (pages 2 and 3). The report cannot both certify 59,900.50 spent and state that no funds were spent. The Township has not produced a ledger, so the books cannot settle which answer is true.

The FY2024 report funds one program, the Irvington Opioid Day Concert, at 310,000.00 on 06/08/2024.

It certifies 302,826.00 of that expended and 0.00 encumbered between 07/01/2023 and 06/30/2024 (pages 2 and 3). The FY2025 report updates the same program, answers "No modifications/expansions," and certifies a further 59,900.50 expended between 07/01/2024 and 06/30/2025 (pages 2 and 3). The two reports put 362,726.50 into a program funded at 310,000.00. That is 52,726.50 above the funding with no modification reported. The FY2025 report describes the period's spending as billboards placed around town, not a concert (page 3). No ledger has been produced.

Frequently asked questions

Can opioid settlement money be spent on police cars or license plate readers?

No. Exhibit E of the national settlement lists the approved uses: treatment, recovery, prevention, harm reduction and related supports. Vehicles and surveillance hardware are not among the uses it lists, and state law bars using the funds to replace money a town would otherwise have spent. The approved uses

What did Irvington Township tell the State it spent the money on?

It certified 3 programs to the Department of Human Services. Each program, its recipient and its amount are reproduced above, beside the payments in the account.See the reports

How was this grade computed?

By code, from a published rubric: reporting integrity 50 percent, spending conformity 40 percent, transparency 10 percent, with hard caps for a certified program that has no payee in the books, for an uncertified transfer out, and for a records refusal. The rubric
