Summary

Wyckoff Township, Bergen County, receives a direct share of the national opioid settlements. The settlements list uses for the money, among them treatment, recovery, connection to care, prevention and harm reduction. The list is not exhaustive. The Township's receipts schedule lists 31 settlement receipts from 08/16/2022 to 05/04/2026, 61,237.61 in all. The FY2026 report gives 61,811.73 received through 06/30/2026.

The settlement money is appropriated each year to a budget line named National Opioid Settlement Fund. The Township produced the 2023, 2024, 2025 and 2026 lines. One payment has ever left them.

The 2023 line was adopted at 6,096.00 and spent nothing. The 2025 line was set up at 31,280.00 and spent nothing. The 2026 line holds 44,188.00 after a 12,908.00 budget transfer on 05/08/2026, and had spent nothing by 05/28/2026.

The resolution

Resolution 23-296 was adopted 12/05/2023. It directs the Chief Financial Officer to transfer received and future settlement funds to the County of Bergen.

The check of 05/21/2024 cites the resolution. Its 16,097.36 is the 2022 receipts, 6,096.23, plus the 2023 receipts, 10,001.13. By that day the Township had received 34,131.48. Seven receipts of 05/06/2024 were already in hand and were not sent.

No second transfer appears. The 23 receipts from 05/06/2024 to 05/04/2026 total 45,140.25. All of it stayed with the Township. The record does not say why. Kept 45,140.25 its resolution directed to the county.

The County of Bergen recorded the 16,097.36 as received on 05/30/2024. Its own records show the money journaled out of its settlement grant account on 06/14/2024. They do not name the account it went to. Read the County's report.

What Wyckoff told the State

Each town with a direct share files an annual report with the Department of Human Services. The State's fiscal year runs 07/01 to 06/30.

The FY2024 and FY2025 reports give the Township's goal as transferring settlement funds to the county, where they would be used in a remediation, rehabilitation and education program. After FY2024 no money was transferred. The FY2026 report gives the goal as continuing to assess the best way to use the funds. It names the Township Committee, the Administrator and the Chief Financial Officer as the officials deciding.

What the records show

On spending, the reports tie to the books. On receipts and balances, two do not.

  • FY2024 received, 24,883.44, equals the eleven receipts from 08/02/2023 to 06/25/2024.
  • FY2025 received, 14,575.38, is 0.54 above the eight receipts on the schedule, 14,574.84. The schedule prints the same 14,574.84 for that year. The FY2025 report's 51,932.74 received since 2022 carries the same 0.54, and the FY2026 report builds on it. FY2025 report claims 0.54 more received than its books.
  • FY2026 received, 9,878.99, is 573.58 above the six receipts on the schedule through 05/04/2026. The schedule was printed 05/28/2026, before the year closed.
  • Every report certifies nothing expended, and the books show nothing expended in any year.
  • The FY2024 report states the 16,097.36 county payment as a transfer, not as spending.

The FY2024 report gives 37,357.36 received, 16,097.36 transferred and 0.00 spent. That leaves 21,260.00. The same page gives 28,506.56 on hand. On 06/30/2024 the schedule shows 21,260.00. The difference is four receipts of 07/31/2024, 3,910.76, 1,002.14, 1,179.36 and 1,154.30, which total 7,246.56. Those receipts fall in FY2025, and the FY2025 report counts them again as FY2025 money. Reported 7,246.56 more on hand than its own figures allow.
