The FY2023 report certifies 27,355.47 received and 15,210.00 expended as of 06/30/2023. Its statement of goals on the same page says "The funds have been encumbered but not yet spent." Its one program, Community Policing "Get the word out" opioid addiction, is funded at 15,210.00 with a launch date of 10/01/23, after the period closed. Asked how often funds are disbursed to the program, the report answers "Haven't commenced." Clients seen as of 06/30/2023 are N/A. Money cannot be spent on a program that has not started and has received no disbursement. The Borough has produced no ledger.
