FY2026 certifies 4,491.61 encumbered with no program

The FY2026 report certifies 4,884.91 appropriated or encumbered but not yet spent between 07/01/2025 and 06/30/2026 (page 2). Its program list reports nine programs. Of the eight new programs, only Summer in Motion reports an encumbrance, 393.30 (page 26). The ninth, the 2025 update for Operation Access and Response, reports 34,534.62 spent and calls the program a one time event (page 29). The program list accounts for 393.30 of the certified encumbrance. The other 4,491.61 is tied to no program. The form asks for each program funded with settlement money (page 5). No ledger has been produced.
