19,856.67 certified spent on programs that launched later

The FY2026 report covers 07/01/2025 to 06/30/2026. It certifies three programs as spent in that year that it says launched after it closed. Operational Readiness for First Responders, OUD Response Training, is certified at 3,150.00 spent with a funding date of 9/1/2025 and a launch date of 9/1/2026 (page 9). Boro Explorers Creative Expression and Wellness Series is certified at 4,700.00 spent, funded 5/1/2026 and launched 7/6/2026 (page 12). Summer in Motion, The Block Series, is certified at 12,006.67 spent and 393.30 encumbered, funded 5/7/2026 and launched 7/8/2026 (page 26). The three total 19,856.67. The report still counts people served by each, 7, 40 and 1,250. For the training program's procurement method it prints "Once you have that information, we can complete this section accurately rather than guessing" (page 11). No ledger has been produced.
