Birch's Communications purchase order 25-01242, check 7303 of 08/05/2025, paid 6,205.00 for nine lines on a 2011 Camaro. They are 2011 CAMARO - OPIOID PREVENTIO, a siren and light controller, a speaker and bracket, red, white and blue grill lights and micropulse lights, an L bracket, wire leads and a partial install. Cape Island Graphics purchase order 25-01738, check 7258 of the same day, paid 220.00 for LTPD CAMARO STICKERS. Check 252142 of 08/19/2025 paid 3,600.00 described as AQUA PARK 07-29-25. Together they make the certified figure to the cent. The report names camps and events, but 6,425.00 of the figure is emergency lighting, siren equipment and stickers for a Camaro. Lines 10 and 11 of the same Birch's order, 1,297.49, were charged to the Township's Vehicle Purchases line. No prevention program using the car is documented. The camp wages pay Recreation Department camp staff, the aqua park charge sits on the 2025 Summer Program account, and the report counts no one served. Police vehicle equipment and summer camps are not among the uses Exhibit E lists.

It files the program under Primary Prevention, Education, and Training, adds Harm Reduction and Overdose Prevention as a second category, and names three Schedule B strategies, Prevent Misuse of Opioids, Prevent Overdose Deaths and Other Harms (Harm Reduction) and First Responders. The books show five payments. Foremost Promotions, Community Event Supplies, purchase order 25-01883, check 88888 for 2,228.39 on 09/26/2025. Sign A Rama, a pop up tent and table cloth, purchase order 25-01961, check 88934 for 1,920.83 the same day. Innocorp, Ltd., Fatal Vision event supplies, purchase order 25-02435, check 89399 for 7,882.00 on 12/02/2025. Foremost Promotions, Community Engagment Supplies, purchase order 26-01187, check 90596 for 2,833.19 and 3,726.75 on 06/17/2026. The five make the certified figure to the cent, and the program's funding and launch date, 09/26/2025, is the date of the first two checks. Exhibit E's harm reduction uses center on naloxone, overdose education and syringe services, and its First Responders category adds fentanyl education and wellness services for responders. None of the five payments is for naloxone, overdose response, or responder training or wellness. Prevention education can be a listed use, but the record documents only supplies, with no prevention curriculum, no record of the discussions or the materials handed out, and nothing behind the 1,000 people served. From 12/2021 to 12/2024 the Township paid Foremost Promotions 15,347.31 for giveaways and event items from its own budget lines, before the settlement accounts began paying the vendor in 09/2025.

VEHICLE (invoice INV6090 pages 1 and 4, invoice file pages 12 and 15). Gentilini invoice INV6090 lists a flasher system, alternate flashing red and blue rear warning lamps, a red and white dome light, siren and horn wiring, a spot lamp and a radio suppression package (invoice file pages 12 to 15). Purchase order 25-00400 is a supervisor package on the same Tahoe at 7,592.41, marked L.E.A.D. CAR. Purchase order 25-00607 is a full custom wrap to department specifications at 7,200.22. Purchase order 24-01672 is a 5,500.00 wrap on a golf cart. On 07/09/2024, seven months before this order, check 111656 paid the same dealer 157,591.83 on purchase order 24-01784, 2024 TAHOE 9C1 PATROL PPV, 171,091.83 less a 13,500.00 police expo discount, charged to PS/POLICE-VEHICLES, account 4-01-25-740-292 (Gentilini check register pages 1 and 2). No drug drop or youth program using the Tahoe is documented in any produced record. Police vehicles are not among the uses Exhibit E lists.
