4 findings.
Every finding is verified to the documents in its own row. An inference is labelled as one.
Red with the marker: a certified figure the books contradict.
The FY2026 report certifies 17,204.86 received between 07/01/2025 and 06/30/2026 with 0.00 interest (p1, questions 1 and 2), 106,558.87 received since 2022 (p1, question 3) and 17,204.86 spent in the year (p1, question 6).
It certifies 0.00 encumbered and 0.00 unspent and uncommitted on hand (p2, questions 7 and 9). The Town's reports certify 0.00 spent in FY2023 and FY2024, 41,055.31 in FY2025 and 17,204.86 in FY2026, 58,260.17 in all. Received since 2022 less that spending leaves 48,298.70, the on-hand figure the FY2025 report certified (p1, question 9). The FY2026 report spends exactly what it says the Town received in the year, to the cent, and still reports the 48,298.70 gone. Both cannot be true. The Town's Cash Receipts listing shows 106,648.88 deposited from 07/15/2022 to 04/30/2026. The Town produced no record of any payment from settlement money.
unspent-misstated · 3 documents · 10/04/2026The FY2026 report answers No when asked whether the Town funded any programs with settlement money between 07/01/2025 and 06/30/2026 (p4, question 17).
On the same page it updates the Secaucus Coalition / KAI Coalition program it reported in FY2025 and certifies 17,204.86 expended on it in that period (p4, item 3). Its question 6 certifies the same 17,204.86 spent in the year (p1), which is also the exact amount it certifies received in the year (p1, question 1). A Town that funded no program in the year cannot have spent 17,204.86 on one. The Town produced no record of any payment to the program.
self-contradiction · 1 document · 10/04/2026The FY2024 report certifies 63,971.07 received since 2022 (p1, question 3), 0.00 interest, 0.00 expended and 0.00 encumbered.
It certifies 77,680.32 unspent and uncommitted on hand (p1, question 9), 13,709.25 more than everything it reports receiving. The Town's Cash Receipts listing shows 65,060.02 deposited through 06/30/2024. Adding the 12,620.30 deposited on 07/31/2024, a month after the period closed, gives 77,680.32 to the cent. The on-hand figure counts a deposit from the next fiscal year and the 1,088.95 deposit of 01/31/2023 that the received figure leaves out. The FY2025 report then certifies 48,298.70 on hand (p1, question 9). The FY2024 figure carried forward with the FY2025 report's 25,382.94 received and 41,055.31 spent gives 62,007.95, the same 13,709.25 apart.
unspent-misstated · 3 documents · 10/04/2026The FY2023 report certifies 20,635.13 received as of 06/30/2023 (p1, question 7).
The Town's Cash Receipts listing shows five settlement deposits by that date, 21,724.08 in all. The certified figure equals four of them, 5,189.48 on 07/15/2022, 5,427.46 on 11/03/2022, 6,474.76 on 12/30/2022 and 3,543.43 on 06/16/2023. It leaves out 1,088.95 deposited on 01/31/2023 and described as EFT NOAT II (NATIONAL OPIOID SETTLEMENT). Each later report builds its received since 2022 figure on the 20,635.13. FY2024 certifies 63,971.07 against 65,060.02 deposited through 06/30/2024. FY2025 certifies 89,354.01 against 90,442.96 deposited through 06/30/2025. FY2026 certifies 106,558.87 through 06/30/2026, while the listing already shows 106,648.88 deposited by 04/30/2026, 90.01 more.

Correct the recordCan opioid settlement money be spent on police cars or license plate readers?
No. Exhibit E of the national settlement lists the approved uses: treatment, recovery, prevention, harm reduction and related supports. Vehicles and surveillance hardware are not among the uses it lists, and state law bars using the funds to replace money a town would otherwise have spent. The approved uses
