What the columns mean

Every column, one rule each.

Every column is computed the same way for every jurisdiction. Definitions in full on the methodology page.

Grade
Reporting integrity 50 percent, spending conformity 40 percent, transparency 10 percent, computed only where the ledger is complete. A certified program with no payee in the books caps the grade at D. A jurisdiction that refuses records is not graded, is shown hatched, and is pinned first.
Jurisdiction
The county or municipality as the State names it in the annual report.
County
The county the jurisdiction sits in. A county row names itself.
Misreported to State
Dollars certified to the Department of Human Services that the books contradict: phantom programs, certified encumbrances with no purchase order, understated expenditures, misstated unspent balances. The figure is the one the jurisdiction page leads with. Differences in separate years are not added together, because the same dollars can be overstated one year and understated the next.
Non-conforming
Verified spending that is not a listed Exhibit E use and has no documented evidence based program, or that replaced local money, where the record documents it.
Non-conforming share
Non-conforming dollars over verified spending. Unverified rows are excluded from both sides.
Spent, verified
Paid expenditures in the jurisdiction's own ledger, verified to source. Open encumbrances and transfers are excluded and shown on the town page.
Received
Cumulative settlement distributions through the last filed report, as the jurisdiction certified them.
Unspent
Balance on hand per the ledger at its print date. Parking money is displayed, never penalised in the grade.
Unreported to date
Spending in the books for a period whose report has not been filed. Not in the grade until it is.
Records
Produced: complete ledger. Produced in part: some accounts or periods missing, or records deficient after a demand. Refused: a denial, a deemed denial after the statutory deadline, an unlawful extension, or a constructive denial by producing something else. Pending: inside the statutory window.
