The program description is community policing in schools and at borough hall. The launch date is 10/01/23. Disbursement to the program had not commenced.
FY2024. The Borough certified 81,354.02 received in the year, 108,709.49 received since 2022, 0.00 expended, 81,354.62 encumbered and 81,354.02 unspent and uncommitted on hand. It answered No when asked whether it funded any programs. It said it planned to spend the funds through the Elks, community policing and professional speakers.
FY2025. The Borough certified 7,593.84 received in the year, 116,303.33 received since 2022, 17,145.00 expended, 0.00 encumbered, 30,585.00 of administration and 58,179.33 on hand. The program block reports 17,145.00 for the community policing program and 1,200 participants served. The report says the money went to speaking engagements in public schools.
FY2026. The State published the report on 10/01/2026. The Borough certified 15,599.19 received in the year, 131,902.52 received since 2022, 0.00 expended, 26,968.41 encumbered, 0.00 of administration and 66,481.86 on hand. It answered No when asked whether it funded any programs. It named the Chief of Police, a lieutenant and an officer as the officials deciding how to spend the funds. Under resources consulted it wrote "Consulted with Stryker Inc. in the use of AED's for opioid intervention." The program block again prints 17,145.00. That figure repeats the FY2025 amount and is not FY2026 spending.
Each year's received figure adds to the next year's cumulative figure to the cent. 27,355.47, 81,354.02, 7,593.84 and 15,599.19 sum to 131,902.52.
What the records show
The FY2025 report certifies 30,585.00 spent on administration. Asked for the details, it answers "No administrative expenses, all spent on speaking engagements." The administrative figure is 13,440.00 larger than the 17,145.00 the same report certifies as all spending in the year. See the finding.
The FY2023 report certifies 15,210.00 expended as of 06/30/2023. Its statement of goals says "The funds have been encumbered but not yet spent." Its only program launched on 10/01/23, after the period closed, and had received no disbursement. See the finding.
The FY2024 report certifies 81,354.62 encumbered and 81,354.02 uncommitted on hand. That is 162,708.64. The Borough had received 108,709.49 and had certified 15,210.00 spent, which leaves 93,499.49. The same report says no program was funded in the year. See the finding.
The FY2026 balance of 66,481.86 follows from none of the Borough's figures. Received less certified spending and the FY2026 encumbrance leaves 72,579.11. Counting the FY2025 administration as spending leaves 41,994.11. See the finding.
The FY2026 report lists "AEDs 9 units" as its administrative expense detail. It certifies 0.00 of administration and 0.00 spent. Defibrillators are not among the uses Exhibit E lists. The report ties them to opioid intervention after consulting Stryker Inc. The encumbered figure, 26,968.41, is nine times 2,996.49. Without a purchase order this project cannot say what the encumbrance buys.
