No. Exhibit E of the national settlement lists the approved uses: treatment, recovery, prevention, harm reduction and related supports. What does a grade mean here?

A grade comes from a published rubric applied by code, with no analyst discretion. Reporting integrity carries half the weight, spending conformity carries forty percent, and records behaviour carries ten.
